Altera's University Program offers a variety of commercial-grade design software and EDA tools for use with Altera development and education boards, research projects, and other joint activities, including:

About Quartus II software
Quartus II design software is Altera's primary development system and supports the newest Altera FPGAs, CPLDs, and HardCopy® ASICs as well as nearly all older device families. It provides a comprehensive environment for digital design and is an ideal platform for learning both basic and advanced design techniques. The Quartus II software includes SOPC Builder, which allows you to rapidly and easily build and evaluate embedded systems, including the Nios II soft processor and related peripherals.
About MAX+PLUS II software
Because MAX+PLUS® II software is intended only for legacy designs, support for it is limited. It does not support the MAX® II CPLDs, HardCopy ASICs, Cyclone® FPGAs, Arria® FPGAs, or Stratix® FPGAs. The Quartus II software should be used for all new applications.
