This design example shows how to resize a video frame using Altera's Scaler MegaCore® function at run time on the hardware. The various sizes of video and image display devices make scaling one of the most commonly used techniques in video and image processing.
This design example demonstrates up conversion from a foreground test pattern in national television system committee (NTSC) format and picture-in-picture mixing with a background test pattern layer. The video stream is output in a high definition resolution (1024x768) over a VGA cable.

Figure 1 shows the top-level diagram of a foreground image frame resizing using the Scaler MegaCore function and picture-in-picture with background using the Mixer MegaCore function.
