Problem

Is the internal configuration oscillator in Cyclone® III devices turned off once the device enters user mode?

Solution

By default, the configuration oscillator is disabled once configuration and initialization is complete and the device has entered user mode.

However, if  user mode CRC Error Detection  is enabled and/or you are using the Remote Update Configuration feature in your design, the oscillator will be enabled during user mode.
