Due to a problem in the Quartus® II software version 10.0, the Quartus II Stand-Alone Programmer incorrectly prompts the user for a valid license file.
A patch is available to fix this problem in the Quartus II software version 10.0 for Windows. Download and install Patch 0.13 from the link below:

This problem is fixed beginning with the Quartus II software version 10.0 SP1.
