Yes, the Power PlayPower Analyzer detects IP. However some power analysis schemes require fully-licensed IP to enable simulation in third-party tools.
For more information, refer to the Power Estimation and Analysis section of the Quartus II Handbook.
If you can simulate a design, you can perform power analysis. The fitter report shows the number of resources the design uses.
