REACh: Registration, Evaluation, Authorization, and Restriction of Chemicals

REACh and Intel 
Intel has been actively monitoring the specifics of the REACH requirements since the EU adoption of Regulation No. 1907/2006 on December 18, 2006. REACh could potentially affect thousands of chemicals used in the electronics industry. Intel performed an impact analysis that includes the (pre-) registration, notification of substances of very high concern (SVHC) in articles, and disclosure of information obligations to the downstream supply chain and the users.

Definitions Used in REACh

Substance

Individual chemicals, such as acetone, gold, zinc oxide, and sodium chloride.

Preparation

Mixtures of substances, such as mold compounds, silver epoxies for die attach, thermal adhesives, tin lead alloys, and others.

Article

A substance whose shape is more important than its chemical composition. A package semiconductor is an article because it has a defined shape.

Downstream users

Anyone who uses a substance commercially.

Release

The “emission” of a substance or preparation from an article.

Authorization

Enabling the use of substances that are included in Annex XIV.
Authorization may be granted only for a limited use.

Minimizing Supply Disruption 
Intel has also prepared its supply chain on the potential effect of REACh regulations. Intel is confident that there will be no potential supply issues with the introduction of this REACh regulation.

Intel FGPA Business 
Intel's products and packing material fall under the "article" definition. There is no Intel product and packing material that falls under the "substance on its own" or the "preparation" category. Intel's products and packing material do not "intentionally release" any "chemicals" or "preparations" during normal use throughout their life cycles. Intel FPGA devices are referenced here.

Intel does not use any of these chemicals listed on all the tables above.

Continuous Monitoring of the SVHC List and the SIN List 
Intel is proactively monitoring the additional substances that are being added to the SVHC List. In addition to that, Intel is monitoring the substances on the Substitute It Now (SIN) List that is published by the EU ChemSec (International Chemical Secretariat) through their web page at http://www.chemsec.org/.

All of Intel's upstream suppliers, including the manufacturing partners and piece parts suppliers, have been informed about the published SVHC and SIN List.

Intel uses a very comprehensive Product Ecology database to manage all its material composition for material declaration purposes. The SVHC and the SIN List will continue to be bounced against the items on the database to determine their presence.

Provision of Information to the Customer 
Intel is fully prepared to meet Article 33 of REACh. Customers can download material declarations from Intel's Material Declaration page whenever there is a need to disclose articles that contain any of the substances mentioned in the candidate lists above.

REACh Annex XVII

Intel has completed surveying its supply chain on the use of the substances listed in Annex XVII.  None of the substances listed in Annex XVII is used in Intel FPGA devices or the packing material.
