Why do I receive an unexpected JTAG ID code error?

Environment

BUILT IN - ARTICLE INTRO SECOND COMPONENT

Description

You may receive an error message such as: Error: Can't configure device. Expected JTAG ID code 0x029030DD for device 1, but found JTAG ID code 0x029FB0DD.

This error can be caused by invalid MSEL pin settings.

Resolution Refer to the respective device handbook for valid MSEL pin settings.

Why does the JTAG IDCODE read fail, when performing boundary scan of an Arria II, Arria V, Stratix III, Stratix IV or Stratix V device, with a pre-configuration BSDL file?
When trying to configure my Stratix IV GT device why is the Quartus II programmer showing the device as a Stratix IV GX device?
