Critical Issue
Description
In Quartus® II version 7.1, the PLL dynamic reconfiguration (scan) signals are not properly exported to the top-level of your SOPC Builder system. If your design requires these signals, you must create the PLL outside of your SOPC Builder system and connect the signals to the altpll_reconfig megafunction, as necessary.
This is fixed in Quartus II version 7.2 and later.
