Why is my OCI core synthesized away when I compile my Nios 3.1 project in Quartus II 3.0 Web Edition?

Description The OCI core will be synthesized away from Quartus Web Edition if the Quartus Talkback feature is turned off. You can enable the Talkback feature by launching the qtb_install executable from the Quartus Web Edition bin directory.
