Warning message: "Can't pack non-peripheral register <name> to I/O pin <name> — too few peripheral buses."

Environment

BUILT IN - ARTICLE INTRO SECOND COMPONENT
Description This warning message is caused because the user assigned fast I/O registers for all inputs' and outputs' registers in the design. After declaring them as fast I/O and then making location assignment for "clk1" to the pin number "R26", then there is a warning message during compilation saying that there is no peripheral signals available to pack the input registers. If I don't make location assignment for "clk1", the Quartus II software is able to pack the input register.
