Description
Due to a problem in the Quartus® II software version 14.0, setting the “location of user compiled simulation library” to blank causes the above error. Steps to reproduce:
1. On the Assignments menu, select Settings.
2. In the EDA Tools Settings, select Simulation.
3. In the More EDA netlist writer settings, select Location of user compiled simulation library.
4. Add in the path and select OK.
5. Reopen the Location of user compiled simulation library
6. Delete the path and you will see the above error.

Resolution
To work around this problem, do not set the location of user compiled simulation library to blank.
This problem is fixed beginning with the Quartus II software version 14.1
